Arbitrators

The first of the finite ranks, each Titan only has 500 Arbitrators at any given time, with them being the basic overseers of the Titan's following for different regions of Minecraftia. The number has been known to expand should a Titan gain more territory, but this is rare. An Arbitrator has massive levels of power, and is the first of the ranks to have access directly to the Titan themself, although not as much as the ranks above.
